The
DPUCSP Commitment
Hunger.
Lack of access to water, electricity, and other basic services. Inferior quality housing. Insecure tenure. Irregular and unstable income. Risks to public health. These are all profound indicators of the growing urban poverty in the Philippines.
The Asian Development Bank-funded Development of Poor Urban Communities
Sector Project (DPUCSP) was primarily envisioned to help reduce urban poverty in the
Philippines. The country’s urban population has reached almost 50 million or 60 percent of its total
population, one of the highest in the entire Asian region. It also has one of the highest rates of urbanization in the world with an estimated average annual growth rates of 5 percent during the period 1960 to 1995, and almost 4 percent during the period 1990 to
2005.
As a result, cities and municipalities nationwide are finding it difficult to respond to the demand for food, basic services, housing, secure tenure, income and employment opportunities, and health and sanitation facilities of their rapidly growing urban population. And consequently, almost 1.5 million Filipino households are victims of urban poverty, lacking the basic assets required to live a decent quality of life, living either in slum areas or as informal settlers confronted with the constant threat of demolition and eviction.
